6 Development Municipal Energy Plan for Local Levels, Package 4 February to April 2025 Lumbini Province and SudurPaschim Province AEPC • Develop the Municipal Energy Plans (MEPs) for seven Local Levels situated across Dang, Banke, and Kailali districts.
• Conduct a desk study to review policies, programs, and secondary data from sources like NEA, CBS, AEPC, and the CCS baseline study.
• Define energy baseline, resources, opportunities, vision, goals, strategies, intervention plan, targets, budget, financing sources, and timeframe for electric cooking.
• Collect ward-representative data via surveys and discussions, ensuring inclusion of female-headed, single/widowed, indigenous/disadvantaged, and disabled households.
• Conduct focus group discussions, interviews, and local validation to assess cooking practices, fuel use, costs, and household readiness for electric cookstoves.
• Generate municipal social status profiles based on population, demographics, electrification, electricity and cooking tiers, and cooking energy mix by ward.
• Assess energy use patterns and municipal status to forecast cooking demand and model BAU, low, mid, and high intervention scenarios over five years.
• Use MEP tool developed by AEPC/GIZ or relevant tool: Spatial Sampling Tool (SST), Best Available Technology (BAT), and Clean Cooking Tool (CCT)
